Actually a far better idea would be for women simply not to go out with men who are violent towards children, animals and other women. A market response if you like.
It's reasonably easy to tell if a man is a "hitter" or not. Just do what women worldwide have consciously or subconsciously been doing for years. Very early in the relationship:
Complain about his dress sense/his lack of disposable income/work habits/lack of attention to you or how he continually looks at other women. If no adverse response, next time try a touch of alcohol and/or chemical substances.
If he walks away or laughs it off then he's probably okay. If he smacks you then no amount of being nice afterwards and apologising will change the fact he hits women.
One doesn't need a friggin' register for that.

I have never been able to work out why women queue up to get a vagina full of penis from thugs.

Unfortunately Kate women have been operating according to market principles since the beginning of time.
Research on speed dating showed that women will lower their standards to meet the market.
So in market terms maybe women need to move up the supply curve and become more discerning. Initially this will lower demand but over time will move the equilbrium point higher as demand adjusts to a different price point.
